Moreira, Marina Figueiredo2024-02-272024-02-272018-03-21https://hdl.handle.net/20.500.14135/956Faced with the growing use of information and communication technologies in order to promote greater governance for Public Administration, this research aimed to fill a gap in the development of a digital governance index applicable to autarchy and founding autarchy in the Brazilian federal government linked to the MEC, called IGD-Aut. This instrument aims to provide a tool for the manager to follow the websites of his institution to verify his degree of implementation of digital governance practices. Data were collected from all 108 websites that make up the study population. Correlation analysis was performed to corroborate the theoretical structure of the conceptual model applied to the scale of the index. The calculation of the averages attributed to each website in each scale item generated individual scores by organization. These scores are presented in a national ranking of compliance with digital governance practices. Results reveal that the biggest gap for the promotion of digital governance is compliance with Citizen Participation practices. It is therefore suggested that more attention be paid to good practices related to satisfaction surveys, prior consultations, permission for the citizen to communicate to the organization unforeseen events and permission for the citizen to evaluate events generally promoted by the organization.
