Moreira, Marina Figueiredo2024-02-272024-02-272018https://hdl.handle.net/20.500.14135/957This study aims to map the dimensions and variables that explain the diffusion of innovation in public services, as well as to test their applicability in the case of the ENAP Awards. Through literature review, it is developed a conceptual-explanatory-theoretical model that explains the diffusion of innovations applicable to public services; which can be used in the future for empirical test. The model consists of two dimensions and ten variables: i) Organization Characteristics (comprising Organizational Residue; Flexibility and Decentralization; Alignment between High-Management, Managers and Leaders; Inter and IntraOrganizational Communication; Risk-taking Capacity; Organizational Learning and Knowledge); and ii) Innovation Characteristics (comprising Adaptation/reinvention; Complexity; Relative Advantage; Compatibility). Furthermore, the occurrence of such dimensions and their variables is examined through the perception of five members of ENAP Awards external-review team, hereinafter referred as Specialists. Regarding the manifestation of the variables used to explain the diffusion, it is reported that the Specialists recognized and typified both dimensions and all ten of its variables, which confirms their applicability in the case of ENAP. Moreover, the study indicated that there are limitations in the analysis methodology hitherto employed by ENAP. Thus, it is understood that the variables capable to explain the theoretical model here summarized may assist ENAP in the assessment of the impact potential of the innovations competing at the Award, which is the greater limitation verified by the specialists. In respect to the ramifications of the variables used to explain the diffusion over the award-winning initiatives, the analyses confirmed the following variables: alignment between high-management, intermediate-management and management role; adaptation/reinvention; relative advantage; and compatibility, which demonstrates its explanatory potential within the field of analysis. It was not considered sufficiently explanatory the variables: organizational residue, and flexibility and decentralization. As for the variable organizational learning/knowledge, it calls for a review and re-structuring in future researches.
