The research proposed to analyze the factors of abstention of candidates in the National Exam for the Certification of Competences of Youth and Adults (ENCCEJA), which are related to the application logistics and propose measures to alleviate this phenomenon. We investigate what are the factors (or reasons) that prevent participants from going to school to take the ENCCEJA exam. As specific objectives we determined: (i) to describe the processes involved in the application logistics of ENCCEJA; (ii) reflect on the data on abstention in the ENCCEJA evaluations; (iii) understand the main reasons that lead to abstention; and (iv) prepare an Educational Action Plan (PAE) with proposals for improving the logistics of application of the test, in order to reduce the high rate of abstention in the Exam. The INEP internal document analysis method was adopted, which were the justifications for requesting an exemption from the payment fee for the realization of ENCCEJA, in 2019, and the analysis of requests for reapplying the test, in the same year, where the participant accessed the site and made their justification and request. All of these factors were analyzed in order to find answers that would justify abstaining from the Exam. Through the analysis of request for exemption and reapplication of the test, it was found that the most likely reason for not attending school to take the Exam is personal, such as the difficulty in adapting to the duties and obligations that adult life imposes, with the individual willingness to complete their studies. As internal factors, it was found that adopting improvements related to the Exames application logistics, such as a wider dissemination; involve more the State and Municipal Education Departments in the dissemination and realization of registration; ensure that the means of transport on the day of the race respect the circulation times, as on working days; MEC can offer a free ticket and school lunch, among others. An PAE was shown suggesting actions for the logistics of applying INEP in order to ease abstention in the Exam, which are likely to be beneficial for the participant.
