Considering the impact of education on the economic progress of individuals and nations, this study aims to evaluate factors that affect school performance in Brazil, especially those directly impacted by public policies of the Federal Government, using multilevel models applied to the data of Pisa 2015. In addition to identifying the determinants, the study evaluates the school effect, which is the proportion of variation in student performance not explained in the model that is due at the school level. In the model with none of the explanatory variables (null model), this effect was 0.351 for Brazil, indicating by this sample that 35.1% of the observed variability in students performance in Brazil is due to the difference between schools. In the model including the characteristics related to the student and his family, the school effect decreased to 22.1% and, by adding two variables representing the peer effect, the estimated school effect was 12.5%. In the proposed final model, composed of the characteristics of the student and his family, the peer effect (characteristics related to the community attended by the school) andthe variables inherent to the school structure, school effect was 9.4%. Regarding the determinants of school performance, it was identified that the factors associated with the student and his/her family are extremely relevant, but that the difference due to resources offered by the school is also relevant, which allows the adoption of educational public policies planned in a manner more efficient.
