Moreira, Marina Figueiredo2024-02-292024-02-292019https://hdl.handle.net/20.500.14135/967Given the need for advances in the definition of organizational transparency, in addition to the lack of an instrument to measure this construct at the national level, this research tarted with a broad literature review in order to propose a scale of measurement of the transparency of Brazilian public organizations from the perception of its internal stakeholders. The measurement instrument presented here originated in the translation, adaptation, semantic validation, application and statistical validation of a scale originally developed in English. During the semantic validation phase with nine judges, the Coefficient of Content Validity (CCV) was used, which proved to be very efficient in the construction of a version of the instrument that was as appropriate as possible to the socio-cultural context of Brazilian organizations. After the application in a national organization in the development of public policies in the education field, statistical analyzes were carried out on the 320 valid cases by means of Exploratory Factor Analysis (EFA) and Confirmatory Factor Analysis (CFA), obtaining satisfactory factorial loads in all factors of the adapted scale. As a result, a transparency perception scale of public organizations validated to the Brazilian public administration context is presented, containing 39 items distributed in eight factors: competence; integrity; goodwill; transparency; participation; substantial information; accountability and secrecy, the latter being an inverse factor.
