Leite, Lígia da Silva2024-02-212024-02-212015-03-16https://hdl.handle.net/20.500.14135/936This study aimed to analyze the internal institutional evaluation model under the National System of Higher Education Evaluation - SINAES. Upon research of the legislation and emancipatory foundations of self-evaluation of SINAES, a checklist was built and validated to guide a qualitative data analysis. Institutional evaluation reports posted by the Internal Committees Evaluation – CPA of twenty institutions of higher education that were randomly selected among all active institutions that were available in the Electronic System from MEC – eMEC were analyzed. Four institutions, one of each type of academic organization from each of the five geographic regions of the country, totaling five universities, five university centers, five federal institutes and five colleges had their reports as object of analysis to answer the evaluative questions proposed by the study. The evaluation instrument was built with five categories and analyzed 45 indicators, out of which 14 are emancipatory and 20 are regulatory. After analyzing the institutional reports, the following results were obtained: the universities and university centers include more emancipatory and regulatory indicators than the institutes and colleges; regulatory indicators are more complied with than the emancipatory ones; the CPA composition and the presence of the ten evaluative dimensions were the most contemplated regulatory frameworks; and the indicators meta-evaluation and the interaction between internal and external evaluations were less present. As suggestions, the author proposes the following: routine observance of external institutional reports and of its indicators that present unsatisfactory grades; that the work of the CPA and its members are valued; that the Technical Committee for the Monitoring of the Evaluation - CTAA publish the weaknesses that were found in the evaluation process; that the interaction among the various evaluations becomes the target of diagnostic research; that meta-review becomes a proposition for all stakeholders in the SINAES; and that the future studies may assess whether this regulatory policy is somehow inducing emancipatory initiatives.
