Carvalho, Cristina Helena Almeida de2024-02-212024-02-212015-12-02https://hdl.handle.net/20.500.14135/939This research intended to improve the knowledge on the indicator of public expenditure on education as a percentage of Gross Domestic Product (GDP) and its connection with National Plan of Education (PNE) 2014-2024, resulting into an evaluation proposal to the indicator. Firstly, the indicator was in perspective to be investigated how its construction process occur with theoretical, historical-political and technical elements. Then, the political arena of the goal 20 from the PNE 2014-2024 (monitored by the indicator) was established. Finally, an evaluation proposal of the indicator was presented considering the new indicator’s assignment. This is to help institutionally on the adequacy process of the indicator to this new condition. The research counted on the bibliographical material related to indicators and historical new institutionalism (both as theoretical references to the research). Also counted on the official documents provided by the National Institute for Educational Studies and Research Anísio Teixeira (INEP), the Ministry of Education (MEC), the Chamber of Deputies, the Federal Senate (related to the National Plan of Education and the public expenditure indicator). The conclusion from the proposed evaluation is that many technical and political aspects related to the indicator damage its adequacy to the monitoring of the goal 20 from the PNE 2014-2024. These aspects should be better discussed and studied to help on finding a viable solution do this issue.
