A dynamic evaluative system is capable of analyzing the various objectives of higher education institutions. This system emerges together with the advancement of the increasingly relevant information gathering capacity for the diagnosis of gaps and the monitoring of goals in search of quality higher education. In this context, the Preliminary Undegraduate Program Grade (Conceito Preliminar de Curso - CPC) stands out as the main indicator of regulation and quality of Brazilian undergraduate courses. In this work, after an analysis of the components of the CPC, new components are proposed making use of the capacity of the census of higher education to provide information about students and teachers. It is demonstrated that these new components can be treated statistically to compose the CPC as well as the current components of the indicator.
