Hoffmann, Valmir Emil2024-02-282024-02-282018-02-26https://hdl.handle.net/20.500.14135/961This article aims at establishing the association between the financial resources of the federal complementation to Fundeb and the expenses with the payment of professionals and teaching staff of the municipal education networks in the period from 2008 to 2015. This is an empirical, descriptive, correlational, and quantitative research; a longitudinal secondary data survey. The theoretical basis used was the Resource Dependency Theory. The general method was panel data with fixed effects. The populous studied was the 5,568 municipal public schools in Brazil. The regression models for elementary education and for early childhood education corroborate the hypothesis proposed in this article: when analyzed by size, the significance of the model sustained itself, suggesting a statistically significant association between federal dependence and expenses with remunerations in all strata. In early childhood education, this association had a greater magnitude than that of elementary school, arguably because of Fundeb’s new financial dimension. Municipal education networks have altered their organizational behavior, allocating a portion of the federal revenues to teaching expenses, especially in the stage of early childhood education, favorably responding to demands by Fundeb Law and also valorizing teachers, according to established policies.
