Ferreira, Rodrigo Rezende2024-02-262024-02-262017https://hdl.handle.net/20.500.14135/951The objective of the research was to verify the use of SAEB/Prova Brasil results in the formulation of educational public policies in force in the Brazilian states. There is a relatively recent debate in the field of Education on the effective use of data from evaluation in educational policies formulation. The use of results can help managers and researchers to understand the potentials and limits that the large-scale evaluations bring to the field of Education and, mainly, for public policies formulation. The study was developed in three main methodological stages. The first stage consisted in a documental research, which describes a compilation of results found in the last two editions of SAEB/Prova Brasil (2013 and 2015). It also presents the contents of the educational plans in force in the Brazilian states today. The second stage refers to a qualitative and quantitative survey – prepared by the author – that provides information on the use of SAEB/Prova Brasil data in 23 of the 27 states units in addition to the Federal District of Brazil. For this survey there were used techniques of descriptive statistical analysis and analysis of categorical content. Finally, the third stage consisted of comprehensive interviews with nine State Partners of Basic Education Evaluation. They were chosen by convenience based on the information collected during the questionnaire stage, followed by a priori thematic content analysis, which complemented information on the use of SAEB/Prova Brasil data. The results indicate that, in most states, the data are actually being used as a subsidy for formulation of educational policies, with emphasis on the use of the IDEB. The policies identified are related to the use of data as a management tool, including actions for monitoring and establishing goalsin the schools; as a teacher training tool, indicating a more pedagogical feature on this use; and as an informative tool, in which the results are used to inform the situation of the quality of education in state schools. To a lesser extent, the results are being used for production of pedagogical materials, as a resource distribution criterion and for salary motivational policies.
